The Contact Point for Cross-Border Health Care has a customer panel with the task of helping to make the EU-healthcare.fi online service and operations of the Contact Point better. The customer panel includes volunteers who are interested in using health services abroad. Signing up for the customer panel does not require any commitment.

What does the customer panel do?

Your opinion is important to us. As a member of the customer panel of the Contact Point for Cross-Border Health Care, you have the opportunity to influence the development of our services in a way that suits you. By responding to various surveys, you give us valuable feedback and help us move in the right direction. We send out surveys about 3 to 4 times a year. 

You can choose which surveys you want to participate in and which topics you want to share your views on. Responding to surveys is always voluntary. You will receive invitations to surveys by email, and you can respond to them when it suits you best.

The customer panel operates mainly in Finnish.

The customer panel aims to:

  • Generate ideas for developing the operations and website of the Contact Point
  • Accumulate understanding of the needs of the Contact Point’s customers
  • Involve customers in website development

Rules of the customer panel of the Contact Point for Cross-Border Health Care

1. Membership

Anyone who wishes to become a member of the customer panel of the Contact Point for Cross-Border Health Care must accept these rules. The minimum age of the panel members is 16 years.

2. Research activities

As a member of the customer panel, you can be invited to participate in various surveys and studies carried out by the Contact Point for Cross-Border Health Care. Invitations to participate are mainly sent by email. Some invitations are sent to the whole customer panel and some only to a select group of the customer panel, depending on the subject of the invitation. The Contact Point can independently decide to which members of the customer panel the invitations are sent. We reserve the right to select the participants for surveys or studies and not to disclose justifications for these selections.

3. Participation

Membership in the customer panel and participation in surveys or studies is always voluntary. You can also terminate your membership in the customer panel at any time. Responses to surveys and studies are expected to be truthful and reflect the members’ personal experiences and opinions.

4. Termination of membership

You can terminate your customer panel membership by requesting the removal of your contact information from the customer panel list. Send your request by email to yhteyspiste@kela.fi.

Your membership can also be terminated by the Contact Point for Cross-Border Health Care. Membership can be terminated if the member has not participated in any panel activities for the last 12 months, has violated the panel rules or if their behaviour is justifiably deemed to conflict with the goals and values of the Contact Point or the operating methods of the customer panel.

When the membership has ended, all personal data is deleted from the customer panel register. However, responses to surveys and studies are retained.

5. Participation fee

The Contact Point for Cross-Border Health Care does not compensate you for your participation in the customer panel. As a member of the customer panel, you have the opportunity to influence the development of the services of the Contact Point for Cross-Border Health Care.

However, participants can be rewarded on a case-by-case basis. Rewards are always communicated when participating in a survey or study.

6. Rights to customer panel materials

The Contact Point for Cross-Border Health Care has the right to use the information and material provided by the members of the customer panel for the development of its services. A member of the customer panel has the rights outlined in the privacy statement as regards their personal data.

Each member is responsible for ensuring that (i) they have the right to submit the information and materials provided to the Contact Point for Cross-Border Health Care, regardless of the form, (ii) the information and materials provided do not infringe the rights of any third party or contain any illegal elements, and (iii) the provided information and materials do not violate the restrictions outlined in Section 7.

Materials used, prepared or presented by the Contact Point for Cross-Border Health Care in the customer panel and information and materials provided by the other members, can only be used for the activities of the customer panel. The members cannot use the materials outside the customer panel and they cannot provide third parties with information about the materials or give access to the materials.

Each member is liable to the Contact Point for Cross-Border Health Care and/or third parties for any direct or indirect damage resulting from non-compliance with this section.

7. Restrictions on content

Materials and content provided by the members must comply with the law and must not violate the rights of others. It is prohibited to disseminate or otherwise transmit in the customer panel content or information that is defamatory, obscene, offensive, blasphemous, discriminatory or threatening, unlawful or contains attacks against the other members of the customer panel, other persons or the Contact Point for Cross-Border Health Care.

All such content will be deleted and the member(s) who disseminated or otherwise transmitted such content will be permanently removed from the customer panel.

8. Personal data

Information related to participation in the customer panel is processed confidentially. The contact information of the members is processed only by the Contact Point for Cross-Border Health Care or its partners involved on a survey and study basis. If the partners process any personal data, it is always agreed on a case-by-case basis and the members of the customer panel are notified before any information is disclosed. At that point, you can deny the disclosure and processing of your data.

9. General provisions

The Contact Point for Cross-Border Health Care reserves the right to change the rules of the customer panel. The customer panel rules are available on the EU-healthcare.fi website, and the members are notified of any changes by email.

2. Name of the register

Customer panel register of the Contact Point for Cross-Border Health Care.

3. Use of personal data

The data collected in the register is used for carrying out research activities aimed at developing the services of the Contact Point for Cross-Border Health Care. The Contact Point for Cross-Border Health Care uses information from surveys and studies only for the development of its services and communications. The basis for processing personal data is the performance of a task in the public interest.

The data in the register is not linked to the Kela client relationship and the participation or non-participation in the customer panel of the Contact Point for Cross-Border Health Care does not in any way affect the participant’s possible Kela client relationship and the benefits or services received by them.

The responses/comments of the customer panel members are processed confidentially. As a rule, the personal data of the members is not disclosed to third parties.

4. Categories of personal data

For each member, the following data can be processed:

a) Basic customer information
Name
Email address
Information that the person registering for the customer panel is over 16 years of age.

b) Data accumulated from studies and surveys
The members’ responses and comments to the customer panel members in targeted surveys and studies

Depending on the objectives and subject of the study, additional personal data can also be requested on a case-by-case basis. Such data is immediately anonymised when analysing the research data. Such information can include, for example, age and gender. This data does not constitute a personal data register. Instead, it is part of the research data and not to be stored separately in any other location.

5. Usual sources and disclosure of personal data

Personal data is collected from the members themselves during joining and participating in the customer panel.

Personal data can be disclosed to data processors acting on behalf of and in accordance with the instructions of the Contact Point for Cross-Border Health Care. These processors include:

If personal data is disclosed to the above-mentioned parties, it is always agreed on a case-by-case basis and the members of the customer panel are notified before any information is disclosed so that the members have the possibility to refuse the disclosure of their information.

6. Data security

Only employees who are authorised to process personal data can access the system containing personal data. The authorised employees can access personal data with their personal username and password. The members’ personal data is stored on cloud servers and/or databases, all protected by passwords and firewalls.

7. Rights of the data subject

Each member has the right to access personal data concerning them. A member can request the correction of their personal data in case of errors.

Each member has the right to request the deletion of their personal data at any time. The Contact Point for Cross-Border Health Care is obliged to delete the data if there is no longer a legal basis for processing the data. A member’s data is also always deleted when quitting the customer panel.

Each member of the customer panel has the right to object to the processing of their personal data, to request the restriction of the processing of their personal data and to lodge a complaint concerning the processing of their personal data with a data protection supervisory authority (e.g. in Finland, the Data Protection Ombudsman) in accordance with the General Data Protection Regulation.

Data subjects can exercise their rights by submitting a written, signed request using the contact information provided in Section 1.
